Flood Mitigation Project Advisory #1/2014: W12th Road meets with Community Construction Liaison

Fern Weinreich, Community Construction Liaison (Broad Channel Project HWQ118A), meets with Sophia Vailakis DeVirgilio of West 12th Road regarding pending construction issues...


Pete Mahon and Sophia Vailakis DeVirgilio of the West 12th Broad Block Association met with Fern Weinreich, the assigned Community Construction Liaison for the pending Flood Mitigation Project (new bulkhead and street raising) for West 12th Road at 7:30 a.m., Monday, June 16, 2014.

Ms. Weinreich provided us with an overview of the project's present status as follows.

The Community Construction Liaison's office is currently located on Rockaway  Beach Boulevard, however, we are attempting to identify and rent a suitable location within Broad Channel as soon as feasible in order to provide viable community access for the duration of this 3 year project.

West 12th Road residents should be aware of the following project related activities which will be taking place between now and early July 2014.

1.  A Rodent Survey will be conducted of W12thRd to ascertain if any requirement for an exterminator exists.

2.  Pre-construction photographs will be taken of West 12th Road.

3.  When N.Y.C.DDC completes the current work being done regarding the resurfacing of Cross Bay Boulevard the contractor will designate and stripe out the additional parking spaces directly adjacent to the Cross Bat median to be utilized by residents whose parking will be displaced as a result of construction on their street.

Ms. Weinreich also inquired about the schedule and method of sanitation removal on West 12th Road.  We advised her that sanitation pick-up is scheduled twice weekly, Monday and Thursday, with Thursday being a recycling day.

I also advised Ms. Weinreich that on Thursday, April 24, 2014, at a meeting of the Broad Channel Civic Association, the issue of sanitation did come up and at that time Mr. Joseph Branco, President of EIC Associatesstated that "...should garbage pick up become an issue, the contractor will use a truck to pick up refuse and deliver it to the top of the block where it can be accessed and removed by city sanitation." 

Ms. Weinreich has indicated that, subsequent to our meeting Monday morning, she has spoken Mr. Branco and he confirmed the above sanitation protocol.

We want to stress that our meeting with Ms. Weinreich Monday morning was only an initial one, a "meet and greet" if you will.  There will be follow up meetings in the immediate future at which point we will start to obtain current project schedules, two week look-aheads, and establish an open line of communication between the general contractor and all residents of West 12th Road via Ms. Weinreich to ensure that everyone is kept aware of what is going on and to provide a means of addressing any questions, complaints or problems that may arise during this project.  

Between now and the time actual construction begins, we will be contacting each resident of West 12th Road individually in order to update our "block profile" which will be maintained by the association to facilitate this communication process with Ms. Weinreich. 

The below listed residents of West 12th Road have been identified to serve as liaisons with the EIC Associates Community Representative during this project.

I want to take this opportunity to extend our sincere appreciation to Ms. Weinreich for making herself available to meet with us on West 12th Road.  If our meeting Monday morning was any gauge of our future interactions during this project, we should all get through this next year with a minimum of  confusion and distress.
