Richard Collins 100th Precinct Cop of the month for November 2013.100th Precinct Community Council, General Meeting, February 19th.
The council had to reschedule two meetings, due to the weather. The Temple Beth El onBeach 121st Street in Rockaway Park was very cooperative with the necessary rescheduling and we thank them for their patience.
The first topic was Facebook which at times contains both misinformation and ridiculous comments. Some trouble occurred at Dunkin Donuts on Beach 129th Street. Some unruly youths caused a problem, and bothered a young female employee. It was posted on Facebook that a call should be made reporting that she was being sexually assaulted, so police would come faster. President of the council, Danny Ruscillo told those in attendance that callers should only give accurate information when calling 911. It’s a fraudulent report otherwise.
A meeting was held at 1 Police Plaza by the Community Affairs Bureau for select community councils in the city. The 100th Precinct Community Council was selected to attend. First Vice President Joe Young and recording Secretary Kathy Heavy attended. Many different topics were discussed. The Community Affairs Bureau leadership said they will take into account the opinions of council board members when making decisions on new protocols that are being considered.
Danny Ruscillo presented the “Cop of the Month” awards for this and past months. The Cop of the Month for November was awarded to Police Officer Collins of the 100th Precinct. The Cop of the Month for December was awarded to Police Officer Cabrera of the 100th Precinct. The Cop of the Month for December was also awarded to Police Officer Bodon of Transit District 23.
100th Precinct Commander Captain Adelman addressed the meeting; he said that the precinct is trying to get owners of businesses like the Park Inn to do something about the mentally ill. He also reminded everyone that the mentally ill also have rights. The captain said that the Rockaway Saint Patrick’s Day Parade is coming up fast. The Parade is on Saturday March 1st. The captain announced that there will be zero tolerance for underage drinking. The captain said community members should always feel free to reach out to the precinct or Transit District 23 with issues. You do not have to wait for a meeting.
It was mentioned that there exists a Radio Mobil Control stationed at the Hammels. The captain confirmed that this fixer post was instituted due to the violence in the area; it has proven to be effective.
A meeting attendee spoke of an article in the Daily News reporting that a corrections officer was holding someone at gun point in Broad Channel. He wanted to know what had transpired. The captain’s reply was that this involved an off duty probation officer. A suspect who resides in a shelter followed a female who was coming home from work to Broad Channel. Probation Officer Jones observed the female being followed. He took action when the man demanded money from the female. The captain mentioned that the Department of Probation gave Police Officer Jones an award for his actions.
The subject of adult and nursing homes was a topic discussed. Many residents are concerned with the recent death of a person residing at Gloria’s Manor and also the conditions at other facilities. The captain stated that these homes are regulated by the state. Although this is alarming, these are adult homes where adults can come and go. It is very difficult to regulate the people who reside in them. Assemblyman Phil Goldfeder did say this does not mean no one cares. People in these homes are going through various processes. Goldfeder said many people work hard to alleviate these situations. The alternative to these homes is independent living. The problem with independent living is that there is a greater risk of these people not taking their medications which often has bad results.
A question was asked what action the Police Department is taking about the pan handlers on Beach 116th Street. Captain Adelman informed that there is a foot post on Beach 116th Street. If you see something bad occurring and do not see the foot patrol officer, call 911, he advised.
He reminded all that there is a difference between aggressive pan handling and simply asking for money, which falls under freedom of speech.
Captain Rob Cruz of Transit District 23 reported that there have been no transit incidents in the 100th Precinct since the one on January 29th in Broad Channel. He reminded all to be cognizant of their electronic devices.
Reminder there will not be a community council meeting in March due to winter break. Our next meeting will be on April 23rd at the Knights of Columbus 7:30 p.m.
