On Wednesday, July 10, 2013, Jessie Cowan of West 12th Road, Broad Channel, addressed an international group of environmental scientists at Rockaway Beach while demonstrating the mechanics of her new "floating technology" as an alternative means of flood protection for homes in Broad Channel!
