At last week's Broad Channel Civic Association a resident who lives near the "A" line tracks remarked about a "high wall" that was being built between the tracks and the bay. After some research I came across this article from WNYC News regarding this matter.

It's
official: New York is Holland now. The Metropolitan
Transportation Authority is building a wall to keep out the sea along a
two-mile stretch of the A line on its way to the Rockaways. The wall is made of
thick steel and is rising seven feet above the tracks on the island of Broad Channel , in the middle of Jamaica Bay . The $38 million
project is the MTA's first big step since Sandy to prevent flooding
from future storm surges.
