I received the below email from the Office of the Queens Borough President earlier this afternoon indicating that OMB approval for the start of construction has been granted.

Commissioner Dalila Hall, Queens DOT Commissioner and other city agency heads have previously indicated that upon receipt of this final OMB approval, construction could start as early as February 2014.
Dan Mundy Jr. , President of the Broad Channel Civic Association is hoping to set up a meeting with the selected contractor, DDC, DOT, the RBA Group and Broad Channel residents later this month or during January 2013 to discuss the implementation of the construction phase of this project.
