It's 11:40 am, Thursday, September 1st and it's high tide on W12th Road.
The last of the debris cleaned up after "Irene's" storm surge last Sunday morning waits at the bay end of W12th Road for the morning sanitation pick-up which never came because the truck could not make it to the end of the block.
