The cold wind chills will cause frostbite in as little as 30 minutes to exposed skin. Expect wind chills to range from 15 to 20 below zero at times. * WHERE...Portions of northeast New Jersey, southern Connecticut and southeast New York. * WHEN...Until 10 AM EST Saturday. * ADDITIONAL DETAILS...Wind gusts around 45 mph will result in areas of blowing and drifting snow, and may lead to minor property damage and isolated power outages. PRECAUTIONARY/PREPAREDNESS ACTIONS... A Wind Chill Advisory means that cold air and the wind will combine to create low wind chills. Frost bite and hypothermia can occur if precautions are not taken.
