Broad Channel Tidal Flooding Mitigation Project - Update

Representatives from the N.Y.C. Department of Transportation (DOT) and the N.Y.C. Department of Design and Consruction (DDC) were present at the Wednesday, January 22, 2014, monthly meeting of the Broad Channel Civic Association at the American Legion Hall to provide an informal update of the status of the pending Tidal Flooding Mitigation Project which will see the construction of new bulkheads and raised streets for West 11th, 12th and 13th Roads under funding via Capital Project .HWQ1182.

According to DOT and DDC:

1.  Final DEC approvals and funding releases for this project are pending and are expected within the next two months.

2.  It is anticipated that the project contractor (EIS Associates) will be commencing work sometime in mid to late spring of this year 2014.

3.  Prior to the start of construction the project contractor will meet with the residents of Broad Channel to review and discuss construction policy and schedules.  Tentatively this meeting will be scheduled during April 2014.

4.  The contractor will also assign a "project community liaison" representative who will establish and maintain communication with designated community liaison residents from each of the affected blocks.

5.  The purpose of the community liaison committee will be to ensure continual interaction/communication between the project contractor and residents for the duration of this project to ensure any problems, issues or other project related matters are addressed in a prompt manner.  It is also hoped that the contractor community liaison and the resident engineer will be based in Broad Channel for the duration of this project, possibly in a rented storefront.

6.  Construction will start with the emplacement of new bulkheads at the bay ends of West 11th, 12th and 13th Roads.

7.  Upon completion of all three (3) bulkheads, construction will start on West 12th Road with West 11th and 13th Roads to follow in that order.  

8.  The time frame for this project is anticipated to be 3 years.

As we stated above, this was an informal update provided us by DOT and DDC and served primarily to assure us that the project is on solid ground and moving rapidly towards a start date.

We will keep you advised of all movement/progress regarding this project.
