RALLY AGAINST BIGGERT-WATERS ACT

Senator David Vitter (La.) stated that back in 2012 when the Biggert-Waters Act was being compiled that it was "explained to us that insurance rates would increase because of this bill but the huge rate increases we are now hearing about from FEMA and the NFIP are from a different planet!....(The Biggert-Waters Act)  is not a parochial Louisiana issue - It is a movie coming to a theater near you real soon and it does not have a happy ending!"

Congresswoman Maxine Waters (Ca.) stated "As one of the primary authors of the Biggert-Waters Flood Insurance Reform Act...I can state that it was never the intent of Congress to impose the type of punitive and unaffordable flood insurance premiums that residents...are now facing."

Senator Mary Landrieu (La.) stated that the Biggert-Waters Act was a piece of legislation that was "premature and not well thought out.." and needs to be radically delayed and fixed.  ."Forget about fixing blame, let's fix this...we made a mistake."

Senator Charles Schumer (NY) remarked to Administrator Fugate that he is very concerned that the inordinately high rate increases of Biggert-Waters are going into effect without benefit of the affordability study being completed.  "We don't have an affordability study but we're charging people unaffordable rates....What happens if people just drop out of the program?....Instead of getting behind the nascent growth of our housing market now we want to pull the rug out from under it?"

The National Association of Realtors (NAR) stated "Congress should not let the rate increases go into effect until FEMA can submit its report (affordability study) so that Congress understanbds the full impact of these reforms on homeowners."

La. State Representative Chris Leopold  stated "You'll have people that will turn in the keys to their homes, there is no question about.  It affects the banking industry, the real estate industry...it affects everyone...it will be worse than the storm!"

New Milford Mayor Ann Subrizi stated "If you can't afford your new flood insurance and (try to sell) new home buyers will have to pay the drastically increased premiums and so your house is worth much less.  If you just walk away you still have an empty house.  What do you have then - squatters?  A ghost town?"

Mass. House Speaker Robert DeLeo stated "As a representative from a coastal community, I strongly believe that the sweeping changes enacted by FEMA will negatively impact property owners across Massachusetts....these reforms must be approached in a targeted and equitable manner."
