This morning I was visited by a uniformed Sanitation Enforcement Agent who issued and documented service to me of the below WARNING advisory.

HOME RENOVATION CONTRACTORS
AND
HOME OWNERS/RESIDENTS
WHEN PLACING OUT LARGE AMOUNTS
OF CONSTRUCTION OR OTHER DEBRIS
YOU MUST HIRE A PRIVATE SANITATION
COMPANY FOR CONTAINER SERVICE.
FAILURE TO DO SO MAY RESULT
IN THE ISSUANCE
OF A
NOTICE OF VIOLATION
"Small quantities of construction and demolition debris resulting from work done by homeowners will continue to be picked up by the DSNY on regularly scheduled refuse collection days provided it is properly bundled. Wood may not be more than four feet in length and must be tied up securely. DSNY crews will pick up a maximum of ten bulky items per home.
Bulk and construction debris generated by hired contractors or fee-for-service personnel on home repair or renovation projcts is considered commercial waste and it is the responsibility of the the contractor to arrange for appropriate disposal."

I called several friends in the Sanitation Department and inquired what this was all about and each advised me (off the record) that although Sanitation is more than willing to continue the bulk debris removals but that
the city does not want to continue to expend the funds required for this project.
They also stated that it will be a few weeks until they actually start to enforce this policy as they want to make sure everyone is aware of the new regulations, hence the personal visits and documented issuance of the above "Warning".
The homes on West 12th Road are still more than 65% unoccupied and undergoing reconstruction projects.
If several individual homeowners were to contract large dumpsters for debris removal, their placement on West 12th Road would make it next to impossible for any large vehicle (Sanitation, Oil, Furniture, construction materials, etc) to safely traverse the block.
If push comes to shove with this issue, we may want to consider collectively renting a dumpster
to remove debris from multiple residences at a time.

ReplyDeleteMaybe Sanitation could put dumpsters in several locations around town - as they did on noel Road, many streets in Rockaway, Belle Harbor and are still doing in Breezy Point and Roxbury. Oh - and did y'all know that they had port a potties scattered around Rockaways, Belle Harbor, Roxbury and Breezy Point too? When houses were renovating their bathrooms - there was still a place to go...
